The shepherd has a critical role in providing conditions for sheep to rest, including freedom from fear, pests, hunger, and social friction within the flock. The vulnerable and dependent characteristics of sheep mirror human reliance on divine guidance. Sadly, the shepherds of modern Israel have been motivated more by competition and dominance rather than serving, imitating the pecking order behavior of animals. Because too many of Israel's kings proved poor shepherds, God's people were scattered (Ezekiel 34). God's shepherds are admonished to lead their flock away from the contaminated "mudpuddles" of false religion and onto God's truth, reflecting on the sacrifice of Christ, whose blood and water symbolize redemption and cleansing.
